PNP chief orders intensified crime prevention, resolution efforts


MANILA – Philippine National Police (PNP) chief Gen Rommel Francisco Marbil has ordered all police units to intensify the crackdown on criminal groups and enhance crime prevention and resolution efforts.


This is in line with the directives of President Ferdinand R. Marcos Jr. for a stronger law enforcement to maintain peace and order across the country for this year’s midterm elections.


“The President has placed his trust in the PNP to deliver results. We cannot let our people down. We will work harder to ensure that law enforcement remains firm, fair, and relentless in its pursuit of justice,” Marbil said during the command conference held on Thursday in Camp Crame in Quezon City.


He emphasized the need for proactive law enforcement strategies to ensure public safety, dismantle crime syndicates, and maintain order before, during, and after the elections.


“We must act now. Our goal is clear -- lower crime rates, eliminate criminal syndicates, and ensure the safety of our communities,” Marbil said.


He said regional directors must personally go to the field, supervise their personnel, and ensure that crime prevention strategies are fully executed.


He also ordered police units to be more aggressive in serving search warrants, implementing arrest warrants, and dismantling private armed groups (PAGs) and other organized crime groups.


“We cannot allow criminals to roam free. Every case must be solved, and every syndicate must be dismantled.”


To enhance operational effectiveness and maintain the leadership hierarchy, Marbil announced an interim organizational structure to optimize crime-fighting efforts.


Under this setup, three deputies will oversee key areas.


Lt. Gen. Jose Melencio Nartatez Jr., as the Deputy Chief PNP for Administration, will take the lead in crime prevention, election security preparations, anti-criminality efforts, and the intensified campaign against illegal drugs.


Under his command are the Directorates for Intelligence (DO), Operations (DO) and Police-Community Affairs and Development (DPCAD).


Lt. Gen. Robert Rodriguez, as the Deputy Chief PNP for Operations, will oversee personnel management, discipline, logistics, and other key operational functions.


Under his leadership, the Directorates for Personnel and Records Management (DPRM), Logistics (DL), Comptrollership (DC), Training, Education, and Doctrine Development (DTEDD), and Information and Communications Technology Management (DICTM) will work together to strengthen PNP’s internal capabilities.


Lt. Gen. Edgar Alan Okubo, as the Chief Directorial Staff and concurrently the Deputy Chief PNP for Investigation (DCI), will focus on resolving unsolved cases, tracking high-value fugitives, and enhancing crime solution efficiency.


He will mobilize key investigative units -- including the Directorate for Investigation and Detection Management (DIDM), Criminal Investigation and Detection Group (CIDG), Drug Enforcement Group (DEG), Forensic Group (FG), Anti-Kidnapping Group (AKG), Women and Children’s Protection Group (WCPG), and the Anti-Cybercrime Group (ACG) -- to ensure swift resolution of cases and dismantling of criminal networks.


Marbil also ordered all police commanders to review barangay blotters, inspect police stations, and account for all wanted persons in their jurisdictions.


He also emphasized a crackdown on loose firearms, directing the Integrity Monitoring and Enforcement Group (IMEG) and regional directors to ensure strict compliance with firearm regulations.


Additionally, Marbil issued a strong directive against Philippine offshore gaming operators (POGOs), citing their involvement in various criminal activities.


“Most crimes linked to syndicates originate from POGOs. We will put an end to their operations,” he declared, instructing police units to intensify their campaign against POGO-related crimes and shut down illegal activities.
