MARGINALIZED SECTORS

 

The marginalized sectors include the self employed or those working in family workshops, jeepney drivers, rural workers like fisherfolks and farmers.  The nature and operation of their work are beyond the scope and reach of government legislation and regulations on labor as there are no employer-employee relationships.

 

 

Rights of the Marginalized Sectors

 

  1. Right to dignity

  2. Right to a Just compensation and observance of rest periods, and holidays

  3. Right to share in the fruits of production

  4. Right to organize

  5. Freedom from exploitation and harassment

  6. Right to Join the mainstream of society

  7. Right to redress grievances

EXISTING MEASURES PROTECTING AND PROMOTING THE RIGHTS OF THE MARGINALIZED SECTOR

 

  1. Issuance of  Memo Circular No. 335 which extended the scope of the Philippine Human Rights Plan to include marginalized sectors

  2. TESDA, DOLE, and LGU’s joint effort in implementing the Training Delivery for the Informal Sector (TDIS)project

  3. Introduction of the work improvement on small enterprise (WISE) Program which aimed to assist small and medium enterprise workers, improve their working conditions and productivity

  4. expansion of Social Amelioration Program (SAP) for sugar workers to cover other industries

  5. implementation of the program for rural employment through Self-Employment and Enterpreneurship Development (PRESEED) which provides funding for livelihood projects of marginalized sector

  6. strengthening of labor education program on unorganized workers and small and medium-sized enterprised

  7. Social reform agenda

  8. establishment of cooperatives
