PBBM asks Congress to allocate additional emergency funds amid recent calamities


President Ferdinand R. Marcos Jr. on Thursday said he would ask Congress to allocate additional emergency funds to replenish the government’s Quick Response Fund (QRF) in the wake of successive calamities that hit the country.


“Coming from Masbate, coming from Cebu, I will be going to the Congress, the House and the Senate para makapagbigay sila ng emergency funds,” President Marcos said during a situation briefing held in Bogo City in the aftermath of the 6.9-magnitude earthquake that hit Cebu on Sept. 30.


The QRFs of various agencies are almost depleted by now as the government immediately extended assistance to communities hit by Super Typhoon Nando and Typhoon Opong, and most recently, the 6.9-magnitude tremor, said the President.


“’Yung mga QRF ng ibang mga agencies, paubos na. So, magre-release tayo ng QRF, ‘yung Quick Response Fund… para mayroon kayong magamit. We will have it released as quickly as possible,” said the Chief Executive.


The President said he has instructed the Department of Budget and Management (DBM) Secretary Amenah Pangandaman to arrange for the fund release.


On Wednesday, President Marcos visited Masbate, which bore the brunt of Typhoon Opong’s impact.


The following day, the President traveled to Bogo City, which was close to the epicenter of the devastating earthquake.


The QRF is a built-in standby fund for agencies that, once depleted, receives replenishment through the approval of the President or the Department of Budget and Management (DBM).


During his visit to Bogo City, President Marcos announced that the Office of the President would donate PhP50 million to the Cebu provincial government and PhP20 million each to Bogo City, Sogod, and San Remigio to supplement the calamity funds of the local government units (LGUs).



The municipalities of Bantayan, Daanbantayan, Madridejos, Medellin, Santa Fe, Tabogon, and Tabuela will also receive PhP10 million each from the Office of the President.


President Marcos also ordered the release of PhP20 million each to Department of Health (DOH) hospitals and PhP5 million each to provincial hospitals from the Office of the President as part of the post-earthquake assistance.


The President also directed the DBM to release PhP150 million in Local Government Support Fund for Cebu province and PhP75 million each for Bogo City, San Remigio, and Medellin. | PND
