Nartatez eyes stronger response system for Safe Spaces Act violations

MANILA, Philippines — Philippine National Police (PNP) Chief Gen. Jose Melencio Nartatez Jr. ordered the agency’s commanders to strengthen their reporting and response mechanisms for violations of Republic Act No. 11313 or the Safe Spaces Act.

“Part of our mandate is to ensure protection of the vulnerable sectors of our society,” Nartatez said in a statement on Friday.

“This must come with an assurance of reliability and quick response in cases of calls for assistance relating to gender-based harassment,” he added.

The top cop made the pronouncement as part of a bid to support the campaign of the National Women’s Month celebration this March.

Enacted into law in 2019, RA No. 11313 defined and prescribed penalties for sexual harassment in streets, public spaces, online, workplaces and educational or training institutions.

Nartatez previously ordered the police force to deploy more female officers to assist victims of violence against women and their children (VAWC).

The directive followed a report from the Department of the Interior and Local Government (DILG) noting that its 911 emergency call system received more than 5,000 calls reporting VAWC cases in 2025. /mr
