Gov’t reforms make PH more conducive for business, says PBBM
The Philippines has carried out reforms to ensure its readiness to attract more investments and improve business operational efficiency, President Ferdinand R. Marcos Jr. told investors and businesses on Friday.
Speaking before top executives and experts at the APEC CEO Summit, President Marcos said the Asia-Pacific Business Advisory Council (ABAC) 2025 theme: “Bridge. Business. Beyond.” calls for economies to work together to transcend boundaries, deepen regional integration, and create a more inclusive future.
“As we pursue these goals, the Philippines’ vision for a strong, innovation-driven economy and its strategic embrace of emerging technologies will be vital in driving long-term regional progress,” the President said.
Among government efforts, President Marcos mentioned the Philippines’ investment in expanding digital infrastructure to cover underserved and rural areas, as well as the Department of Trade and Industry’s (DTI) Bagong Pilipinas Marketplace, which connects MSMEs directly to consumers.
As the digital evolution driven by Artificial Intelligence (AI), the President said that it’s a transformative technology guided by the government’s National AI Strategy Roadmap and key legislation.
“AI not only enhances public services and streamlines trade but also amplifies MSMEs’ ability to innovate, automate processes, and make smarter data-driven decisions, driving inclusive economic competitiveness across the Philippines and the region,” the President pointed out.
Other initiatives include the issuance of the Administrative Order No. 36, establishing the Education and Workforce Development Group, and advancing transnational higher education, including the implementation of the Transnational Higher Education Act.
The President also said the government updated the Build-Operate-Transfer (BOT) Law with a new Public-Private Partnership (PPP) Code, and issued Executive Order No. 18, Republic Act No. 12252 and Republic Act No. 12253.
These policies established green lanes, liberalized private land leases for foreign investors, and established a stable and transparent fiscal regime for large-scale metallic mining.
In addition, the Securities and Exchange Commission’s (SEC) OneSEC Zuper Easy Registration Online (ZERO) Facility now facilitates swift registration of foreign companies intending to operate domestically.
Other efforts include the enactment of the Corporate Recovery and Tax Incentives for Enterprises to Maximize Opportunities for Reinvigorating the Economy (CREATE MORE) Act, Capital Markets Efficiency Promotion Act (CMEPA), the launching of the Philippine Ease of Doing Business (EODB) Reform Guidebook, and strengthening the Inter-Agency Technical Working Group on Sustainable Finance (ITSF), or the “Green Force”.
Along with these reforms, the Philippines also actively advances its integration in regional trade agreements such as through the implementation of the Regional Comprehensive Economic Partnership (RCEP) and ongoing negotiations for a Philippines-European Union (EU) Free Trade Agreement (FTA) and a Philippines-Chile Comprehensive Economic Partnership Agreement (CEPA), the President emphasized.
“We are likewise pursuing membership in the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP),” he added. PND
